WHO WE ARE
The Holyoke Safe Neighborhood Initiative is a creation of the Hampden County Sheriff's Department which operates as a partnership between local, state & federal law enforcement; city & state government; civic & human service organizations; faith based organizations; the business community; education providers; property managers; and residents coming together with a goal to create safe, healthy & economically viable neighborhoods through information sharing, identifying at-risk youth, referrals and community efforts in specific Holyoke neighborhoods.
My name is Eddie Caisse and I have been working at the Hampden County Sheriff’s Department (HCSD) for the past 29 years.
In those years and specifically in the past seventeen years, I have seen firsthand many of the root causes that have influenced young people to go down a road that has led to incarceration.
My vision for the Holyoke Safe Neighborhood Initiative is to build unity within our community and create opportunities for youth and families to be connected to the support they need to live healthy, happy and economically viable lives and to be part of making Holyoke a better Holyoke.
Play a vital role in developing relationships with key stakeholders and community residents through outreach, community activities and neighborhood meetings. Our vision is to have neighborhood wards work together to address quality of life and crime issues, thus making our neighborhoods safer for youth and families.
"Our goal is to provide resources and support for families, youths, and individuals struggling with substance abuse challenges. This includes ensuring community safety and that everyone has an opportunity to be successful."
“Courage is not the absence of fear, but the ability to face fear and win”

"Ward 5 residents are working together to achieve a better quality of life and safe neighborhood for all.
Serving as positive role models for the youth so they can become the great leaders of tomorrow”
(Target Beaudoin Village & Jarvis Heights)
“As the Ward 6 Neighborhood Watch Coordinator it is my goal to make a difference in more than crime prevention. I will work to provide all that is needed to make our neighborhood safe, healthy and happy through commitment, collaboration, services and mutual respect. By caring for each other we can make a difference.”
